Une approche des libertés de l’ODD4. Palais des Nations, le 17 avril 2018

Cette réunion a eu pour but d’examiner les indicateurs actuels de l’Objectif 4 des ODD, en particulier ceux relatifs à la cible 4.7, tels qu’ils sont proposés par l’IAEG-ODD.

Claire de Lavernette, Présidente du groupe des ONG sur l’éducation aux droits de l’homme, et Alfred Fernandez, Directeur Général de l’OIDEL nous ont présenté l’objectif 4 des ODD. Cet objectif vise à assurer une éducation de qualité, inclusive et équitable, et promouvoir des possibilités d’apprentissage tout au long de la vie pour tous. En effet, l’éducation est un droit fondamental et un bien public.

Luis Peral, ancien Ministre régional de l’Education et ancien Sénateur espagnol, a mis en évidence l’importance de la reconnaissance constitutionnelle de l’éducation dans les différents pays. Selon la tendance globale, plus il y a d’écoles gouvernementales dans un pays, plus ce dernier a des points dans le rapport PISA. L’éducation doit être adaptée selon les besoins nationaux mais aussi locaux, en prenant en compte les spécificités de chaque région.

Stefania Gandolfi, titulaire de la Chaire UNESCO de l’Université de Bergamo, nous a rappelé l’importance de la participation familiale ainsi que celle de la communauté dans l’éducation. En effet, cette participation est essentielle au développement des capacités, des attitudes et des valeurs de chaque personne. La liberté d’éducation est la base du pluralisme, qui permet le dialogue entre égaux. C’est un réel facteur de démocratie, permettant ainsi aux personnes d’acquérir un savoir critique. Les inégalités sociales sont aggravées s’il y a une mauvaise éducation. Afin d’avoir une école de qualité, il est nécessaire que l’école soit gratuite afin de garantir le droit à l’éducation pour tous et l’école doit tenir compte des problèmes individuels mais également collectifs.

Felice Rizzi, Professeur émérite, Université de Bergamo et Association Vittorino Chizolini, nous a fait part de ses connaissances sur divers éléments globaux. Tout d’abord il nous a rappelé le problème structurel de la crise des réfugiés, avec notamment l’exemple palestinien où l’on peut voir au Liban la quatrième génération de personnes vivant dans des camps de réfugiés. Il y a cinquante ans en Europe, le modèle éducatif voulait une centralisation de l’éducation, tandis qu’aujourd’hui il y a plutôt une planification des diversités. Pour cela, l’Etat doit donner des espaces aux diversités et construire une unité à partir de ces dernières afin de trouver une unité du bien commun. M. Rizzi nous a aussi parlé de la laïcité qui devrait reconnaître les diversités culturelles, y compris les religions. Afin d’obtenir une réelle cohésion sociale, l’Etat doit garantir l’unité globale. Quant à l’ONU, elle doit être réformée car elle n’est plus adaptée aux besoins de notre temps et elle n’a plus de réel pouvoir. Le rôle de l‘UNESCO est d’appuyer les politiques étatiques. Elle doit pouvoir garantir les différentes structures qui proviennent de la société civile ainsi que travailler avec les universités qu’on pour objectif une réelle coopération internationale. Pour conclure, le professeur Rizzi a pointé l’importance de l’intervention étatique dans les régions les plus défavorisées.

 

Freedom approach to SG4. Palais des Nations, April 17th, 2018

This meeting aimed at examining the current indicators of the Objective 4 of the ODD, in particular those relative to the target 4.7, such as they are proposed by the IAEG-SDGs.

Claire de Lavernette, President of the group of the NGOs on the education in human rights, and Alfred Fernandez, General Director of OIDEL, presented us the objective 4 of the SDGs. This objective aims at assuring an including and fair quality education, and at promoting possibilities of learning throughout life for all. Indeed, the education is a fundamental right and a public good.

Luis Peral, former regional Minister of Education and former Spanish senator, highlighted the importance of the constitutional recognition of the education in the different countries. According to the global tendency, the more there are governmental schools in a country, the more this country has highs points in the PISA report.  The education must be adapted according to the national but also local needs, by taking into account the specificities of every region.

Stefania Gandolfi, holder of the UNESCO Chair of the University of Bergamo, mentioned the importance of the family and the community participations in the education. Indeed, this participation is essential in the development of the capacities, attitudes and values of every person. The educational freedom is the basis of the pluralism, which allows the dialogue between equals. It is a real factor of democracy, so allowing the people to acquire a critical knowledge. The social inequalities are aggravated if there is a bad education. To have a quality school, it is necessary that the school is free to guarantee the right to education for all and the school has to take into account individual but also collective problems.

Felice Rizzi, Emeritus Professor, University of Bergamo and Vittorino Chizolini Association, shared with us his knowledge on diverse global elements.  First of all he reminded us the structural problem of the crisis of the refugees, with in particular the Palestinian example where we can see in the Lebanon the fourth generation of people living in refugee camps. Fifty years ago in Europe, the educational model wanted a centralization of the education, whereas today there is rather a planning of the diversities. For that purpose, the State has to give spaces to the diversities and build a unity from these diversities to find a unity of the common good. Mr. Rizzi also mentioned the secularism that should recognize cultural diversities, including religions. To obtain a real social cohesion, the State has to guarantee the global unity. As for the UN, it must be reformed because it is not anymore adapted to the needs of our time and it does not have a real power anymore. The role of the UNESCO is to support the State policies. It must be able to guarantee the various structures that come from the civil society as well as to work with universities with the objective to have a real international cooperation. To conclude, Professor Rizzi remarked the importance of the State intervention in the most disadvantage regions.
